Subject: Update from Community Water of America Inc.

Dear Valued Abra Water Customer,

In 2025, Abra Water Company became part of the Community Water of America (CWA) family of companies. CWA owns and supports water utilities throughout Arizona, and it brings the resources, experience and long-term commitment to help community water systems like Abra thrive.

The same dedicated operational staff who have cared for Abra's water system for many years continue to operate it day to day, and the same service practices remain in place. We're grateful to be working side by side with this capable team as we invest in the community and in the water system you count on every day.

We all want the same thing when we turn on the tap: water that is safe, reliable and there when we need it. That means a system that can handle summer peak demand, replacing aging equipment before it fails, and using new technology to improve performance and reliability. That's exactly what this partnership is about.

Real improvements are already in place. They include:

A new well. A new source of supply adds capacity and a backup, so with two wells in service now one well going down no longer puts everyone's water at risk.
Arsenic removal treatment. Arsenic occurs naturally in groundwater across much of Arizona. New treatment equipment removes it so your water meets federal and state drinking water quality standards.
Major valve upgrades. We installed new valves throughout the system. Now we can better isolate a problem area for repairs without shutting off water to the whole community.
A new booster pump. The booster pump keeps water pressure steady, including at higher elevations and during peak summer use.
A new billing system. Bills are clearer and easier to understand, with more ways to pay with features such as autopay options, online payment options, paperless billing and email notifications. Customers may register their account online at https://communitywater.epayub.com
A new customer website. At https://www.abrawater.com you can find updates about your water service and find the link to view your account and take advantage of all our online services.

Together, these projects make Abra's water safer and more dependable, and they make it easier to manage your account do business with us. These upgrades are part of a long-held vision for Abra Water. That vision is simply arriving sooner than planned. CWA's support made it possible to make these investments now rather than wait, so the system is better prepared for the years ahead. CWA is committed to future investments.

Abra's current water rates in effect since 2014 were based on costs of over 13 years ago, and over that period the cost of operating a water system has risen sharply, including electricity for pumping, treatment chemicals, water quality testing required by regulators, parts, insurance and labor. Current rates were not designed to cover today's costs or the improvements described above. Due to these increased costs, we will shortly be filing with the Arizona Corporation Commission for a review of customer rates and an adjustment. Be assured that any proposed rate adjustment will be subject to a thorough regulatory review process, and no rate changes can take effect without the approval of the Commission and will not occur until mid-2027.
